Using the College of Direct Support to Meet the Minnesota Positive Support Rule Training Requirements

Updated 9/2022 to reflect changes in CFSM content.

Introduction

This crosswalk is a tool that shows how DirectCourse: College of Direct Support (CDS) can support your organization’s efforts to meet the Minnesota Positive Support Rule (PSR) Training Requirements. In addition to the lessons suggested in this crosswalk, the license holder must also provide training on agency-specific practices, policies, and procedures and provide information about the individuals being supported and their Positive Support Plans. License holders are responsible for determining if the training offered to employees will meet specific requirements and the training needs of the organization and this training plan will help make that determination.

We recommend learning administrators assign learning modules to Frontline Supervisors and Managers first so they are familiar with the content, can reinforce learning, can answer questions, and can discuss the information and implementation of the training with the Direct Support Professionals/staff they supervise.

In addition to the CDS content in this crosswalk, additional content is available as a training module in the MNNew site or at Minnesota’s Positive Support Rule (PSR).

Note: Many of the content recommends Linked Content or Annotations. Learning administrators are able to link information to better inform and train employees on agency-specific or person-specific content.

License Holder must provide agency-specific trainings on the EUMR policy and instruction on how to perform the specific procedures allowed by the license holder (i.e. arm hold, supine restraint, etc). This can be done through Linked Content, Ontrack, or Classroom Event.

DHS-MN Positive Supports Rule

This suggested training plan has been reviewed by MN DHS licensing staff. They are in agreement that it will meet mandated training requirements.

CDS was approved for the International Association for Continuing Education and Training (IACET) Continuing Education Units in February 2015. As a result, all lessons were time studied and awarded contact hours based on these time studies. To receive CEUs learners must complete all lessons in a course. Contact hours are awarded for individual lessons in learning modules. Further, note that CEUs are different than contact hours: 1 CEU equals 10 contact hours.

MN’s Positive Support Rule

CHAPTER 9544 DEPARTMENT OF HUMAN SERVICES POSITIVE SUPPORT STRATEGIES AND RESTRICTIVE INTERVENTIONS 9544.0090 STAFF QUALIFICATIONS AND TRAINING.

Subp. 2. Function-specific training. In addition to the core training as required by subpart 1 and determining competency as required by subpart 4, the license holder must ensure that staff receive additional training based on their level of responsibility and qualifications, as set out in items A and B, prior to assuming these responsibilities. Equivalent training approved by the commissioner and completed within the previous 12 months fulfills these requirements...

LH are responsible for setting this training item up and adding it to this PSR Core Training Module to fulfill the 4 hours of refresher training.
