Employment and Community First CHOICES Workforce QuILTSS Initiative Survey 2019: Year Two Report
Service Areas
This section of the report summarizes program participation data on services, including (1) ECF CHOICES, (2) DIDD Waiver service, (3) Vocational Rehabilitation, and (4) CHOICES (Non-ECF CHOICES). Within each service area were multiple service types for a total of 15 programs across the four service areas. Organizations were asked to identify which services they provided out of these 15 service types.
Service Types
All organizations provided at least two service types. Eleven percent of organizations provided 2 or 3 service types, 16% provided 4 or 5 service types, and 37% provided between 6 and 10 service types. Thirty percent of organizations provided between 11 and 14 service types. Seven percent of organizations provided all 15 service types.

As seen in Table 8, 49% of organizations across the state provided ECF Choices Employment Services Requiring a Qualified Job Developer. In 2019, organizations employed an average of 2 DSPs (range 0 to 8) for this service. There was a total of 59 DSPs who provided this service across 29 organizations. For DSPs who provided Employment Services Requiring a Qualified Job Developer in 2019, the average starting wage was $11.40, the average wage overall was $12.21, and the average highest wage was $14.19. The average overtime hours paid to DSPs in the last 30 days was 31 (range 0 to 388). In the last 30 days, there was a total of 531 overtime hours paid to DSPs across 17 organizations.

Fifty-five percent of organizations across the state provided ECF Choices Employment Services Requiring a Qualified Job Coach. In 2019, organizations employed an average of 9 DSPs (range 0 to 173) for this service. There was a total of 283 DSPs who provided this service across 31 organizations. For DSPs who provided Employment Services Requiring a Qualified Job Coach in 2019, the average starting wage was $10.52, the average wage overall was $11.34, and the average highest wage was $13.19. The average overtime hours paid to DSPs in the last 30 days was 7 (range 0 to 80). In the last 30 days, there was a total of 136 overtime hours paid to DSPs across 21 organizations (see Table 9).
ECF CHOICES Community Integration Support Services/Independent Living Skills Training
Seventy percent of organizations provided ECF CHOICES community integration support services and/or independent living skills training to one or more ECF CHOICES members. Table 10 summarizes information about DSPs providing these services.

In 2019, organizations employed an average of 19 DSPs (range 0 to 234) for this service. There was a total of 744 DSPs who provided this service across 40 organizations. For DSPs who provided Community Integration Support Services/Independent Living Skills Training in 2019, the average starting wage was $9.88, the average wage overall was $10.46, and the average highest wage was $11.97. The average overtime hours paid to DSPs in the last 30 days was 19 (range 0 to 151). In the last 30 days, there was a total of 494 overtime hours paid to DSPs across 26 organizations.

There was a total of 952 DSPs who provided this service across 42 organizations. For DSPs who provided Community Living Supports in 2019, the average starting wage was $9.82, the average wage overall was $10.61, and the average highest wage was $12.57. The average overtime hours paid to DSPs in the last 30 days was 131 (range 0 to 867). In the last 30 days, there was a total of 3,544 overtime hours paid to DSPs across 27 organizations (see Table 11).

The average overtime hours paid to DSPs in the last 30 days was 1 (range 0 to 20). In the last 30 days, there was a total of 25 overtime hours paid to DSPs across 24 organizations.

There was a total of 765 DSPs who provided this service across 34 organizations. For DSPs who provided DIDD Waiver 1915c Employment Supports in 2019, the average starting wage was $10.12, the average wage overall was $10.92, and the average highest wage was $12.59. The average overtime hours paid to DSPs in the last 30 days was 27 (range 0 to 263). In the last 30 days, there was a total of 565 overtime hours paid to DSPs across 21 organizations (see Table 13).

In 2019, organizations employed an average of 93 DSPs (range 0 to 380) for this service. There was a total of 4,278 DSPs who provided this service across 46 organizations. For DSPs who provided DIDD Waiver 1915c Residential/Supported Living Services in 2019, the average starting wage was $9.72, the average wage overall was $10.31, and the average highest wage was $12.75. The average overtime hours paid to DSPs in the last 30 days was 1,996 (range 0 to 11,529). In the last 30 days, there was a total of 69,872 overtime hours paid to DSPs across 35 organizations.
