PROMISE: Lessons learned from six model demonstration projects through the Promoting Readiness of Minors in Supplemental Security Income Project

The California Department of Rehabilitation (CDOR) served as the lead agency for CaPROMISE, and the recipient of the cooperative agreement with the California Department of Education. Representatives from five state agencies served on the CaPROMISE Interagency Council to support and collaborate with the program. CDOR contracted with 18 local educational agencies (LEAs), a community organization and the Interwork Institute at San Diego State University to implement CaPROMISE. The program based all interventions on person-driven planning and family engagement with a focus on high school completion, unpaid and paid work experiences, benefits planning, and postsecondary education and training. Unique features
- The Interagency Council acted as the steering committee for CaPROMISE
- The primary delivery of services was through the LEAs and Expandability (local nonprofit organization)
- CDOR formed a CaPROMISE team of counselors dedicated to working with the LEA staff, the students and their family members
- The LEAs and CDOR used a team model to provide support and resources to the students and family members.
- Sixteen Family Resource Centers (FRCs) supported family participation
- Student interns from five state universities provided direct services to youth and their families
- Four independent living centers (ILCs) provided youth with independent living skills training
