Level of Measurement: Recap
It is important to consider the level of measurement and how this relates to questions you desire to answer. There are three main levels of HCBS measurement:
- Individual (personal outcomes)
- Outcomes related to individuals, for example, personal employment outcomes.
- This information can be summarized across several people.
- Outcomes related to individuals, for example, personal employment outcomes.
- Provider (agency or provider)
- Outcomes of a provider or organization, for example, the proportion of a provider's recipients who report having reliable transportation.
- Systems (state or nation)
- Outcomes related to a system or policy, for example, state-level performance in a specific outcome area, such as community inclusion.
