Some examples of measurement purposes in HCBS include:
Eligibility: minimum criteria are met for receiving services and/or to determine the level of service needs.
Quality of Service Delivery: services are provided in a way that meets the individual’s needs and CMS and state standards.
Outcomes/Service Effectiveness: a measurable change occurs in an outcome of interest that could be associated with delivery of a service, for example, employment status.Â
