In 2015, Centers for Medicare and Medicaid Services (CMS) contracted with the National Quality Forum (NQF) to convene a panel to develop a framework that would guide measurement of the quality of HCBS for people with disabilities.
The framework developed by the NQF committee ultimately included 11 domains and 40 subdomains.
