Measures can target outcomes related to individuals (i.e. person with disability), providers (agency), or systems (e.g. states, nations).
Individual-level outcomes help one better understand the extent to which an individual with a disability experiences a specific outcome.
Provider-level outcomes allow one to focus on the degree to which specific service providers are supporting the people they serve to experience the outcomes they desire and have their needs met.
System-level outcomes assist with the evaluation of whether current policies at the systems-level are producing desired HCBS outcomes.
