There are a lack of individual outcome measures within HCBS that have established to have acceptable reliability and validity.
The RTC/OM is working to fill this gap by:
Initially involving stakeholders in selecting prioritized areas of measurement
Creating a database of existing assessment instruments and measures
Following a systematic approach to develop person-centered items and measures
Involving individuals with disabilities in refining/improving measures
Analyzing results to ensure data from measures are reliable and valid
