HCBS Recipient-Reported Outcomes and the RTC/OM

There are a lack of individual outcome measures within HCBS that have established to have acceptable reliability and validity.

The RTC/OM is working to fill this gap by:

  • Initially involving stakeholders in selecting prioritized areas of measurement
  • Creating a database of existing assessment instruments and measures
  • Following a systematic approach to develop person-centered items and measures
  • Involving individuals with disabilities in refining/improving measures
  • Analyzing results to ensure data from measures are reliable and valid
