In 2017 The Medicaid Home and Community Based Services Waiver program funded supports for about eight hundred thousand people with intellectual or developmental disabilities at a cost of nearly $39 billion dollars. Supports cost an average of $44,983 per person. Cost averaged $17,022 per person for people 21 years old and younger. Costs averaged $54,481 per person for people or people 22 years or older.
